I’ve got the same issue with following setup (4x same):
Raspberry Pi 4B
SD Card: SanDisk Extreme 64GB
Flashing software: Win32 DiskImager
Board: HifiBerry Amp2
Power supply: 18V/5A
Solution is to update the config.txt which incldues the line dtoverlay=iqaudio-dacplus.
Replace this line with your correct hardware, in my case dtoverlay=hifiberry-dacplus for a HifiBerry Amp2 and boot up works!

I’m happy about positive feedback – or also if it doesn’t work.
By the way, OpenELEC is discontinued since 2017 😉
