Unfortunately, setting the maximum volume as a limiter in ALSA is not so easy. You would have to use additional programs or ALSA plugins. Here, for example, a virtual sound card is created for this: https://unix.stackexchange.com/questions/116084/setting-maximum-volume
However, this is very time-consuming and could lead to other problems, so I would advise you not to use it.
